The powers that be usually raise the water back up from the spring draw-down when someone finally remembers that Guana Lake is supposed to be a LAKE...y'know, like with water in it.
Unfortunately, it can sometimes take a while for them to come to that realization.

The dam only controls the amount of saltwater coming into the lake -- not freshwater. About the only thing that controls freshwater is the amount of rain. That kayak has a big cockpit opening, so it's not going to be as easy to find a generic spray skirt to fit it. I think Dick's or Field & Stream sells a generic one that fits. You would have to doublecheck the dimensions to be sure.
